John has 30 years in the area of Program and Project manager, Business and Acquisition Management, and Process Improvement. He leads large programs and teams from several hundred to several thousands of team members. He has been active in PMI and Augusta Aiken chapter member, in good standing, since April 2009. John takes every opportunity in assisting the chapter and advances our Project Management Tradecraft. He has served as the Augusta-Aiken PMI Chapter Vice President of Professional Development for the past year and half. He continually volunteers to instruct our chapter’s PMP courses. He volunteers as a business mentor through Everwise since 2015.
As Senior Program Manager, he has experiences across a wide range of contract types including Firm-Fixed Price (FFP), Time and Material (T&M), Cost-Plus Award Fee (CPAF) and Fixed Fee service contracts in the Intelligence Community (IC). John has successfully managed subcontractors and Performance-Based prime contracts in the role of Business and Program Manager for major acquisitions and oversaw teams conducting requirements generation, and performed team evaluations (as many as 50 subs on one contract). He has managed programs funding plans to monitor and identify potential cost and schedule risks, and produced Basis of Estimates (BOE) for future program initiatives. He readily demonstrates leadership skills through versatility, with the ability to effectively engage, communicate, and interact with various support staff ranging from junior technical professionals to senior level management. As Program Manager, he took his programs from the Capture phase (win), leading the Transition, to Execution on contracts ranging from +$200M to +$1B.
As Vice President of Language Services, he led teams to meet aggressive milestone schedules including organizational spend plans exceeding $700M annually and was accountable for overseeing twenty (20) separate task orders providing more than 6,600 linguists. These missions are operated at more than 40 locations across 15 foreign countries and 8 US states, supporting more than 20 government organizations throughout the Middle East, Africa, Europe, and US. In John’s current assignment, he was placed in a newly established branch as Vice President of Cyber/Information Warfare where he established strategies and plans which brought revenue from 0 up to +$35M annually in two years.
John retired from active duty as a Command Master Chief, USN, in October 2002 to begin his second career. He earned a Bachelor of Science degree from the University of Maryland College Park. John also holds a Master of Science in Information Management from Strayer University (Manassas, VA).
